    "content": "To anchor this properly in law is the security we require. That Article in the Constitution that talks about protection of counties now relates squarely to this law. This Bill, in its entirety, is trying to protect counties. For avoidance of doubt - and I have said this before - let us not also forget that we are not demarcating the country. We are just finding a place for everybody to live peacefully and find reason to work properly."
