"content": "The Commission has delegated authority to recruit and promote in Job Groups âAâ to âLâ to authorised officers in the Ministries. The Commission, however, monitors the application of the delegated powers through its officers from Human Resource Department. The Commission embraced a recent Cabinet decision on district based recruitment and issued guideline in the service on the same. Under the national cohesion, we have issued a circular that not over 25 per cent of officers serving in any department, Ministries and parastatals, should be from one ethnic group. Efforts are been undertaken to ensure that there is adequate regional balancing in recruitment policy and implementation"
