    "content": "When these people want ID cards, they are told to go to their mother county to get them. Children may have been born in Mogotio or Kilifi. That is the only home they know. For that reason, they should be given ID cards. We have talked about this so many times, but nobody listens. The chiefs in whichever place break the law by telling those particular citizens to go back to their mother county to be given ID cards. That is not right; it is very discriminative and should be stopped."
