    "content": "I can tell you for free that many Turkana people do not have identity cards because our people live in their own homes; in the mountains and everywhere, yet those who register do not go there. You find adult people without ID cards. There is nobody making the effort to get these people registered. When it comes to making big decisions, like how much money goes to Turkana, we are told that we are very few. They are not few; these are probably over three or four million people, but it is just that they do not have identity cards. Even in a town like Lodwar, there are people who do not have ID cards because the process of getting IDs is very complex and annoying."
