    "content": "to develop a Bill that will make it mandatory for birth certificates and IDs to be given at a local level. The problem we have at the moment, particularly where IDs are seen as an important tool for registration for election, there is a skewed process of expediting the IDs. In some areas the IDs are provided, people are facilitated and assisted to get them. Whereas in some other areas, you do not get it. What that means is that it ends up disenfranchising many citizens from some parts of the country, depending on who is in powers and in control at that point in time. Those people will not vote and most of them are young. Those young people are supposed to be represented here by two young people. One of them was appointed the other day and I have never seen him in this Chamber say anything about young people. The issue we need to deal with is to pass a legal requirement, that resources be given mandatorily and some level of autonomy be given to district registration bureau so that the bureau achieves certain targets. As leaders, if you come from Mandera, Elgeyo Marakwet or Turkana counties, you do not have to come to Nairobi to look for people to go and register your people. Incidentally, Sen. Poghisio, Sen. Dullo and Sen. Farhiya are three out of four in the majority side of leadership who come from the most affected counties in the Republic on the matters of ID. I wish Sen. Farhiya would focus more on this issue than the way she focuses on the ‘reggae business’. She would help people in Wajir. If she could take that as her most single achievement as a nominated Senator, she will make a difference in Wajir county and assist the residents to be part and parcel of decision making in the Republic."
