    "content": "We have encouraged county governments to come up with funds at that level, but unfortunately, most counties do not adhere to the advice by the Senate. That would have improved service delivery in our counties. Promotions in the hospitals and the health sector are based on who is politically correct and who is not. This is very wrong. Staff are demoralized and most of them are disenfranchised in those positions at the county level. There are no in-service courses for members of staff. I believe that if we approve this particular amendment, it will help our counties to ensure that we have taken care of the heath sector in our counties."
