    "content": "Mr. Speaker, Sir, fortunately, we are blessed with good rains in this long rainy season. Our economy is on the mend. It is recovering. In order to solidify economic recovery in our country, I am instructing all senior public servants to rise above self interest and ensure that both the Economic Stimulus Programme (ESP) and the Kazi KwaVijana Programme (KKVP) are fully executed in the remainder of this fiscal year. This is a necessary step to accelerate and sustain economic growth over the medium-term and transform our country into a prosperous middle income country by the year 2030."
