    "content": "When we looked at the recommendations in the Report, they were not comprehensive. In the observations, the causes of the conflict were adequately covered, particularly in the area of boundaries, land and politics. The Report stated that one of the areas of concern that contributes to fighting in Marsabit is politics, but the recommendations stated nothing at all. That is why I have included those additional recommendations."
