    "content": "Mr. Speaker, Sir, I understand the concerns of the hon. Member for Embakasi about the title deeds. Unfortunately, we cannot spend public funds on a plot whose ownership is not clear. We have the Ministry of Lands and if there are no title deeds and the property belongs to the Government, there is no reason why the hon. Member cannot go to the Ministry of Lands and get the title deeds. Thank you."
