"content": "Thank you, Madam Temporary Speaker, for giving me this opportunity. I rise pursuant to Standing Order No.48(1) to seek a Statement from the Standing Committee on Finance and Budget regarding the status of pending bills in both the national and county governments. In the Statement, the Committee should address the following: (i)Provide a comprehensive report on the latest pending bills figures accumulated at both the National and the county governments. (ii)Provide analysis of the pending bills from 2018 to 2019 financial year to date for both national and county governments, particularly for Wajir County. In that analysis, they should provide what we call aging analysis meaning what is there for the financial year 2018/2019, 2019/2020 and the current year up to what was audited last time because they had audited up to June. (iii)Outline the plans the National Treasury put in place to ensure all the contractors who the national and county governments owe money are paid before the end of the financial year. (iv)State the measures that have been put in place, if any, by the National Treasury and the Auditor-General to ensure that unverified or fraudulent pending bills are not paid at the expense of genuine contractors and that such fraudulent liabilities are not carried forward in the books of both the National and county governments.
