"content": "Those who are not his cronies; who compete and get contracts are never paid. We cannot have this. Devolution was meant to change people’s lives. However, devolution is now a nightmare to many people in the counties. I urge the Chairperson of the Community on Finance and Budget to look at what we did in the last year and engage the Ministry of National Treasury and the Controller of Budget. They must put a condition on this governor that if they do not have a clear road map on how to clear pending bills, they will have their disbursement withheld until they convince us that they are paying bills. I learnt with horror that the Ministry of Transport and Infrastructure owes contractors over Kshs100 billion. Even the celebrated Chinese contractors are now under the auctioneers’ hammer. That is not the way that a country should run. We should follow up this issue very seriously."
