    "content": "The House will, therefore, be required to reconsider Clause 8 of the Bill and, in accordance with Section 46(5) of the Constitution, approve the recommendation proposed by the President with or without amendment or refuse to accept the recommendation and approve the Bill in its original form by a resolution supported by votes of not less than 65 per cent of all the hon. Members of the National Assembly, excluding the ex-officio members. I direct the Clerk to circulate the supplementary Memorandum to all hon. Members and further, that the Memorandum be placed on the Order Paper in the Afternoon Sitting of Wednesday, 31st March, 2010."
