Members, the second Communication is as follows: You will recall that yesterday, Tuesday, 23rd March, 2010, shortly before the Motion on the draft Constitution was moved by Mr. Abdikadir, the Member for Chepalungu, Mr. Ruto, stood on a point of order and sought the clarification of the Chair on two issues. Firstly, the stage at which we are in the Constitution review process in accordance with the Constitution of Kenya Review Act (2008) and secondly, the nature of the document that is currently before the House."
