    "content": "Hon. Members, a proper reflection on the constitutional review process makes it clear that it is a process entirely different from the ordinary process of law making. It is a process that was carefully crafted to respond to the experiences of the past. It is also a process that was carefully calculated to learn from the mistakes of the past. These are important points to note. Section 5 of the Review Act establishes the organs through which the review process is to be completed and the National Assembly is one of those organs. The other organs are the Committee of Experts, the Parliamentary Select Committee and the Referendum.
