    "content": "Third, this matter is actually res judicata . The issues being raised are matters which this House has considered and made a decision on. Whether that decision is right or wrong, it is the decision of the House and it carries the day. Those matters were raised before the amendments were introduced. You allowed the House to consider them, which was the best thing to do, so that the Speaker is not seen to make decisions on behalf of the Members. The Members made the decision after a lengthy, acrimonious and heated debate. We agreed on those amendments being part of the Report. That is res judicata . We cannot reopen it at this present moment in time. I am sorry. If you were not there to raise your concerns at that time, you cannot raise them now."
