Therefore, I just wanted to tell you that it is not right for you to negate the vote of the House. Lastly, on the issue of constitutionality, I was just asking Hon. John Mbadi when we were consulting at the Bench: As a Member of Parliament and a representative of the people, can I not present a Petition before the House on behalf of the people that I represent? If I do, will I be gagged by the House such that I cannot debate, amend and vote on that particular issue? The more substantive constitutional issue is on the bill of rights of an MP on whether he or she has the right to represent his or her people, how to represent them and whether anybody, including those in the Executive, may want to capture this House. That is also a very critical issue. As the Speaker, you must not allow those in the Executive to capture this House."
