    "content": "The other major issue is that water is a basic need and a human right under Articles 42 and 43 of the Constitution. In this time and era, it is very saddening, inhumane and disastrous that people and animals are dying because there is no water within the boundaries of this country. I cannot believe that in this era a person can die because there is no water in a village. Both the national Government and county governments have failed the people of northern Kenya who have been left alone at this time when they are having major problems. If you do not help the people of northern Kenya today, when will you do so? This is the time! They have missed the rains for two consecutive rainy seasons…"
