    "content": "I know there is about 2 per cent or so of the allocation of revenue which each county gets for emergencies. What are the county governments doing as far as mitigating this issue of drought is concerned? We are calling upon our governors to stop burying their heads in the sand. They must demonstrate concern, because they are our first line of defence, and this is a sorry state as we speak right now. We have seen, on the issue of livestock, sometimes back the Government had a policy on aspects of endurance. It is not just enough for the Government to buy the livestock, as Hon. Sankok has said, but what mechanisms has it put in place? I know that many organisations have come up with insurance; at least when livestock is ensured, it will help in mitigating against these risks."
