Madam Temporary Deputy Speaker, we must now really decide to have a new Constitution for this country. Let me say, and I have said many times on the Floor of this House, that we never had a Constitution. The 1963 Constitution was abrogated by the leader of our country then; by President Kenyatta and a few of his friends. We lacked a Constitution. There was no Constitution then. The regional assemblies were sent reeling. The Senate was disbanded and we were left with the rule of one person who was installed not by the Constitution, but by his friends and a few people who were supporting him. People were detained without trial; people went missing and this went on and on and on.
