    "content": " Thank you, Hon. Speaker. As I stand to contribute to this Bill, I must say I am a Member of the Departmental Committee on Health. The first thing that I want to talk about is public participation. The matter was raised by Hon. Duale. This is what happened: When we called public participation, all the professionals who came had so many issues with the Ministry. It was agreed that they sit down with the Ministry and bring to the Committee points they would agree on. The Ministry came with some points that were purportedly agreed on. What then surprised the Committee is that all the bodies started saying they did not know anything about those things. To that extent, and in my view as a Member of the Committee, that public participation was a sham and I blame the Ministry for it."
