The concern that needs to be factored, and I am sure it has slightly been captured on the Bill, is the cost of production. It does not matter what kind of law we put in place. If the cost of production is such that the sugar from outside is cheaper than the one from inside, then it beats the purpose of everything that we do. So, we must also address the cost of production of sugar in our country. I believe that the drafters of the Bill should have paid attention to that. Indeed, that alone would negate the whole exercise of doing a Bill. If we do a Bill to protect a product that is more expensive here than it is when it comes from outside the country, then it beats the purpose."
