    "content": " The justification for this one is that it seeks to provide for the establishment of the Kenya Sugar Board Research Institute. Sugar-cane is an important cash crop which has been neglected over time. There is need for a lot of scientific research to be done on the crop and the general ecology that supports the crop such as the soil. Thus, the Committee is of the view that there is need to establish an institute that will carry out research, specifically for the sugar-cane crop and its final products."
