    "content": "As regards devolution, Kenyans have been yearning for it for many years. The need to have a new Constitution has been largely based on the need for devolution so that we can have powers at the grassroots. We can have Kenyans making decisions on governance and development. So, I believe devolution is going to promote social and economic development, particularly at the grassroots. It will also ensure equitable sharing of national and local resources. I believe it will also facilitate the decentralization of state organs so that we can have most of those activities done at the local level. I also believe that devolution will enhance checks and balances which we need."
