    "content": "Mumias East, JP): Hon. Temporary Deputy Chairman, this was an issue that we deliberated under during winnowing. The sponsor of this Bill will go a long way to also support. There are two proposals on the First Schedule. There is one that we proposed and the one that aligned companies with counties. This is because whatever decisions we make here, given that this is a purely agricultural law, must be aligned to the counties so that we do not create problems for the county assemblies as they make decisions that affect sugar-cane production. That is why we need to be very careful on which of these two schedules need to go. I will go with the one we agreed under winnowing."
