(iii) Could the Chairperson provide a list of all Ministries, Departments and Agencies who failed to draw-down their loan balances on the time leading to utilisation of public debts for payment of commitment fees totaling to Kshs1,657,544,758.23 as of 30th June 2021? (iv) Could the Chairperson explain steps taken by the National Treasury for the imprudent and irresponsible use of public money contrary to the principle of public finance in Article 201(d) of the Constitution and section 15(2)(c) of the Public Finance Management Act, 2012? (v) What is the total national Government's budgetary allocations and actual expenditure for development programmes per county for the financial years 2013/2014; 2014/2015; 2015/2016; 2016/2017; 2017/2018; 2018/2019; 2019/2020; 2020/2021 and 2021/2022, including the list of development projects and costs incurred by the national Government? (vi) Could the Chairperson explain the criteria used by the National Treasury in the allocations for development expenditure programmes to various regions of the country from Financial Year 2013/2014 to current Financial Year 2021/2022? (vii) What is the total public guaranteed debt including dormant loans by State owned enterprises and action taken by the National Treasury for recoveries? (x) What is the total national Government budgetary allocation and actual expenditures for development programs per county for the Financial Year beginning with 2013/2014, 2014/2015, 2015/2016, 2016/2017, 2017/2018, 2018/2019, 2019/2020, 2020/2021 and 2021/2022, including the list of development projects and costs incurred by the national Government? Hon. Speaker, that will tell us whether everyone who pays for this debt also gets the benefit of the loans. (xi) Could the Chairperson explain the criteria used by the National Treasury in the allocation of Development Expenditure programmes to various regions of the country from the Financial Year 2013/2014 to the current Financial Year 2021/2022? Speaker, outside this request for statement, so that you can give direction, I raised the matter of the Independent Power Producers (IPPs) and you directed the Chair of the Departmental Committee on Energy to conduct an inquiry. Since then, as the Committee is conducting inquiry, so many things have been done by the Executive. First, the same evening that I raised this matter, the President formed a taskforce to deal with it. Secondly, once the taskforce gave in the Report, one of the recommendations was the suspension of the negotiation of the IPPs.
