"content": "I want to support the issue of counties as it has been set up in the proposed Constitution. The counties were meant to be an umbrella to the Provincial Administration as it was going to be âcollapsedâ together with the local authorities into a service delivery. The county was going to be near the people. It would have powers. We would have county governors and county representatives who are councilors or administrators. I do not want to dwell too much on this."
