    "content": "committees. Some of them were to be re-aligned because of Standing Order No.177 which provides for a maximum number of committee members. A committee should not have more than 23 Members and in some committees, Members were more than 23. We therefore had to realign one or two Members. At the same time, we realigned some Members because of the requests that were made and necessitated the changes from the Chairpersons due to the situation that they were in, how they were handling and sharing the discussions in committees. We also looked at the issues of professionalism. Most of the times, we have seen in this House, that some Members really work well with the history of their backgrounds. We for instance, looked at the existence of professor, Member for Seme, Hon. Prof. Nyikal in the Departmental Committee on Health. He plays a key role in that committee. When we align the Hon. Oimeke, having to serve in the Departmental Committee on Energy and with the issues that the committee has, it is because he is a professional who understands the background of energy and we felt that it is important we allow him to serve in that Committee to empower and enrich the Committee with the background that he has. With that in mind, I wish to request Hon. John Mbadi, the Leader of the Minority Party to second."
