    "content": "The National Water Policy also talks about something that relates to the delivery of sewage and non-sewage sanitation. We are slowly urbanising. Most young people no longer prefer residential areas in the villages and agricultural areas. They are moving to the market centres. These centres have grown and they do not have sewer passages. They require sewage passages. Time has come for us to say that we need to see this document put into good use. This country is known for coming up with good policies but very weak on implementing them."
