    "content": "Therefore, having examined the Petroleum Development Levy Amendment Order 2021, Legal Notice No.77, against the Constitution of Kenya, the Interpretations and General Provisions Act, Cap.2, the Petroleum Development Fund Act, 1991, the Statutory Instruments Act, 2013 and the Petroleum Development Levy Amendment Order 2021 pursuant to which they are made, the Committee recommends that the House annuls in entirety the said statutory instruments as it contravenes Section 11(1) and 11(4) of the Statutory Instruments Act and for other aforementioned reasons.
