    "content": "All this cannot be done through memoranda of understanding (MOU). I decry the fact that it has taken from 2008 to 2019 to move from an MOU to ratify this Agreement. That should have been done a long time ago. We know what MoUs mean. It is now time to ratify this Agreement. The Committee can go ahead and bring the Russian one and others to make Kenya a connectivity great hub of movement so that our people can enjoy the benefits that accrue from being a connection centre of not only Africa, but the world."
