    "content": "Hon. Members are put on notice that there is teargas which has been discharged in the environs of Parliament. This is as a result of activists wanting to push hon. Members to fast-track the debate on the Constitution. That is what I have been told. So, hon. Members will have to tolerate this and when we get to a level where we cannot withstand it anymore, then we may have to adjourn. But for the time being, we will take the last question from Mr. C. Kilonzo!"
