    "content": "(2) A person who contravenes the provisions of subsection (1) commits an offence and shall be liable, upon conviction— (a) to a fine not exceeding ten million shillings, or to imprisonment for a term not exceeding seven years, or to both; and (b) the court may where a person is convicted for an offence make a further order that the persons licence be withdrawn."
