"content": "Therefore, when we are told Government resources follow Government strategy, we wonder why there are so many things and many strategic initiatives or programs that have been designed in the development plans that are not honoured because no budget was given. Instead budgets are given to governors’ offices for amorphous, nondescript initiatives that cannot be accounted for, yet all the other aspects that concern and touch people directly especially the most vulnerable in the society, are not accorded any budget or any resources even in terms of human resources."
