    "content": "Madam Temporary Speaker, it is unfortunate that you see persons with disabilities either on wheelchairs, white canes or crutches but in their minds, they are able to work like everybody else but they are not given opportunities. Even when money is set aside in some counties, it does not benefit persons with disabilities (PWDs) but they are used as rubberstamps. We hear that this money is allocated to PWDs but when you go to the real PWDs themselves, they are not given any allocation. Even when they need to do business, you find that in some county governments, they are not given opportunities to tender and so the cyclic nature of poverty still continues to run in their families."
