    "content": "Madam Temporary Speaker, a time has come when county governments must be held to account on matters of Persons with Disabilities (PWDs) for two reasons. One, the job opportunities available to PWDs in county governments across the country are few. Most of the county governments take their PWDs as a burden and not people who should be facilitated to undertake certain roles in the development of their counties. Many of the buildings that are put up by county Governments are not compliant to the needs of the PWDs. That is something that we need to take up seriously."
