    "content": "On a point of order, Mr. Speaker. I would like to inform Sen. Wambua that political parties do not nominate people who are not disabled into the disabled slots. I am defending political parties because before anyone is put on the party list for nominations, that person must produce a certificate of registration from the National Registration Board of the Disabled. It is therefore not true that it is possible to have somebody who is not disabled taking up slots for PWDs. Sen. Wambua can argue on issues of whether that disability is visible or not but the people who are in charge of inspecting whether somebody is disabled or not are not political parties; it is the board concerned with the registration of the disabled."
