"content": "Madam Temporary Speaker, he is my brother, but we have no blood relationship and we do not share names. Nonetheless, thank you for the opportunity. I would like to support this Petition and thank Sen. (Dr.) Ochillo-Ayacko for presenting it on behalf of the People with Disabilities in Migori County. PWDs have a comprehensive and ambitious legislation. I contributed in developing the regulations years back when I worked with the Kenya National Council for Persons with Disabilities (NCPWD), which operationalises the Act. The matters raised in the Petition are affecting most of the counties especially on the budget. Their issues are not taken seriously and as a country we have to look at them."
