"content": "Madam Temporary Speaker, issues of budget is a matter affecting most of the counties. I know for a fact that in my own county, the budget meant for PWDs was reallocated to other sectors. This illustrates how county governments are not serious on matters affecting PWDs. Over the years, we have discussed these issues, but implementation of legislations in this country is not done properly. In that legislation and regulations, there are matters to do with the buildings. The buildings that came up after the passing of the legislation were supposed to erect access for PWDs. However, these days we see buildings coming up without accessibility for PWDs. This is the responsibility of the national and county governments to ensure there are ramps for PWDs’ access. In matatus, PWDs struggle with their wheelchairs, whereas the legislation is clear on what should have been implemented to make sure that PWDs can access matatus in this country. However, over the years, this has not been done. The second issue is about employment. In both the public and private sector, employers should reserve 5 per cent of jobs for PWDs. Unfortunately, there are no enforcement mechanisms and people forget about it. This is a matter that the Committee the Petition is assigned to should come up with clear recommendations to ensure these rules are followed. Finally, is the issue of contracts issuance in the national and county governments. You will find that there are certain contracts that are supposed to be given to PWDs. However, people who are not disabled get the contracts. This is illegal. Most of the institutions condone this. If we are serious as Kenyans, this is immoral and we should not allow it. PWDs should be allowed to get the contracts. This is a matter that is affecting the counties and the country at large. This is a matter that we need to bring to the attention of the Government and relevant institutions. I hope the Committee that is going to handle this matter will look into all these issues and audit how the Persons with Disabilities Act is being implemented in this country."
