    "content": "Thank you, Sen. Sakaja. This is why I was saying that there are a lot of legislations and regulations that nobody follows. What happens in certain areas, which I am privy to, somebody’s National Identification Card is taken and used to register a company. However, the signature is not for that person. Somebody colludes with the bank and the procuring entities. The signatures are different but the banks allow it. The contracts are not beneficial to PWDs, because the law is not followed strictly or enforced. This is why nobody reports to Parliament."
