    "content": "Madam Deputy Speaker, I rise pursuant to Standing Order 48(1) to seek for a Statement from the Committee on National Cohesion, Equal opportunity and Regional Integration on the public appointments made by the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works, Mr. James Macharia, since his appointment as CS from 2013 to date. In the Statement the Committee should - (1) Provide a list of all public appointments or recruitments made by Mr. James Macharia since his appointment as CS in 2013 to date. (2) Determine to what extent these recruitments have met the criteria for regional and ethnic balance as is required by Articles 10 (2) (b), Article 27 (4), Article 56 (c) and Article 232 (1) (h) and (i) of the Constitution. (3) Outline the measures taken by the National Cohesion and Integration Commission (NCIC), if any, to intervene where there has been blatant disregard of the law in these recruitments. (4) Provide a list of the employees in his current Ministry with regard to rank, designation and ethnic origin."
