    "content": "This directive by the Government is dangerous and may stifle preparations towards the 2022 election as it affects many players in the management and support for free and fair election process, including the Independent Electoral and Boundaries Commission (IEBC). The ban to the said international bodies has paralyzed functioning of organizations that depend on donor funding to run their activities and also affect the political participation, especially of the marginalized whose sensitization for political participation has for a long time been conducted by non-state actors through civic education and related activities. As you know, I am the Chairperson of the Centre for Multiparty Democracy. Non-State actors, including political parties have been very instrumental in providing civic education to Kenyans with the broad aim of achieving fundamental national transformation through public policy, legal, constitutional as well as institutional reforms. They provide a platform to ensure the citizens are forearmed with advanced, relevant and appropriate information, knowledge and understanding as well as ownership of the constitution for purposes of informed participation in electoral matters and for free and fair elections. Madam Deputy Speaker, this directive by the Government to the donor community as spelled out in the note verbale is an affront to the democratic gains that Kenya has made over many decades and can only be interpreted as an attempt to claw back such gains. It is imperative therefore, that the Government is seen as an enabler in creating the necessary environment, appropriate for the growth of multiparty democracy and free and fair elections. The directive has further greatly paralyzed functioning of organizations that facilitate electoral matters including the Centre for Multiparty Democracy and political parties.
