"content": "Mr. Speaker, Sir, the second departure was in designing the document in such a way that there were organs which build on each otherâs actions. First, we had the CoE, collate, collect and harmonize everything that went before them. They submit that to the public, hear the views of the public, harmonize it and deliver it to the Parliamentary Select Committee, namely, the second organ of review. The PSC was to emphasis deliberation on the contentious issues, conclude the political discussion on the contentious issues, submit the document to the CoE and then get a document from the same CoE which was then to be delivered to the third organ of review, namely, this House. That is exactly where we are now. The document from the CoE has been delivered to this House. It is now for us to move forward by building on the work of the PSC and the CoE. There is no CoE draft or the PSC draft. Indeed, there is only one proposed Constitution which is before the House. The action that is expected from the House this afternoon and the next few days before the time lapses, is for us to debate with the hope that there would be improvements to the document. If no improvements are agreed on, the document moves forward towards the fourth organ of review, namely, the people of Kenya."
