    "content": "Mr. Speaker, Sir, in terms of the institutional structure, there is proposed a Judicial Service Commission (JSC). The JSC gives independence for the first time to the Judiciary in terms of institutional framework. It is no longer possible for the Executive to handpick who they will want as judges. In any event, for the Chief Justice and the Deputy Chief Justice, those will be subject to approval by this House."
