    "content": "Madam Temporary Speaker, it is good to tell the country that we have already borrowed on behalf of the future. These public debts shall be paid by the future generation who are not in existence. The Constitution says that the resources must be equitably shared between present and future generations. The resources that are there will not even benefit the future because we have borrowed on their behalf. Somebody was projecting that when a child is being born, every Kenyan owes around Kshs60,000 to Kshs70,000 for 47.9 million Kenyans as per the 2019 population and housing Census."
