    "content": "Article 219 of the Constitution is quite clear. A share of county revenue, which has been devolved, has to be sent in its entirety, unless it has been stopped under Article 255. Therefore, there is no way we can justify. It is not good for us to put anything on the record, which cannot be done. Unless that money has been stopped by the National Treasury, there is no way that the Senate can stop that money. A share of revenue allocated to a county government must be sent in its entirety without any delay. Therefore, that one has to be expunged from the record of this House."
