"content": "Mr. Temporary Speaker, Sir, I thank you for giving me this opportunity. I also thank you for according to Sen. M. Kajwang‟ conceiving the contents of this Bill. I thank Sen. M. Kajwang for not only moving this Bill, but also delivering it. He also claimed credit for delivery. Allow me to highlight two biases that I have and hope will not influence my remarks. The first is that the Deputy Governor of Nairobi City County who is the acting governor and a beneficiary of the transfer of power and the politics around, is a citizen of Tharaka Nithi County. Therefore, I am a proud Senator of a county which has produced two current governors, one is a full governor and the other one is an acting governor. That is a bias I must announce. Mr. Temporary Speaker, Sir, the second one is that this issue we are discussing today in this Motion is an issue which my views are in the public domain. In fact, it cost me a position in this House on 20th May, 2020 when the Mover of the Motion in the lack of confidence with the Deputy Speaker said that one of the reasons he brought that Motion was because I had certain views about Nairobi City County Government and the transfer of powers. I said I must announce that bias so that it removes any shadow of doubt that whatever I am saying here is influenced by the 20th May last year or any other thing or the fact that the acting governor is from my county."
