The transfer of power from counties to the national Government should be very rare, indeed, and extremely justified, and not left to the whimsical interests and appetites of the national Government. I also agree with the sentiments that there must be annual reviews approved by both the county assemblies and the Senate. Therefore, the renewal or extension of mandate must be based on a scorecard, which has been reviewed. Secondly, no transfer of functions should go beyond one election cycle. The transfer of functions is supposed to be a short-term solution and not a permanent or long- term solution. Therefore, I support this Bill and thank the Committee for bringing it. We hope that it will be processed before we go to the next election. We want to send a warning for those who trying to extend the mandate of the NMS beyond next year.
