    "content": "Thank you, Madam Deputy Speaker. I can see my junior, Sen. Cherargei, is excited with the Report. I beg to move the following Motion- THAT, the Senate adopts the Report of the Sessional Committee on Delegated Legislation on the Public Finance Management (Equalization Fund Administration) Regulations (2021) Legal Notice No. 54 of 2021, laid on the Table of the Senate on Tuesday, 28th September, 2021; and pursuant to Section 205 (4) of the Public Finance Management Act, approves the Public Finance Management (Equalization Fund Administration) Regulations (2021) as contained in Legal Notice No. 54 of 2021. Madam Deputy Speaker, the Public Finance Management (Equalization Fund Administration) Regulations (2021) were published by the Cabinet Secretary (CS) in charge of the National Treasury on 29th April, 2021 pursuant to Section 205 (1) of the Public Finance Management (PFM) Act, 2012. The Regulations were submitted to the Senate by the Cabinet Secretary for the National Treasury on 19th August, 2021 pursuant to Section 11 (1) of the Statutory Instruments Act (2013) and tabled before the Senate by the Senate Majority Leader on 7th September, 2021. After tabling, it was subsequently submitted to the Senate Sessional Committee on Delegated Legislation."
