    "content": "The funds will be utilised as conditional grants to the affected counties in accordance with the Division of Revenue Act and the County Allocation of Revenue Act (CARA) for the respective financial year. All withdrawals from the Fund shall be deposited into the respective spending county’s account. The County Grants Bill shall be incorporated once it becomes law."
