    "content": "Madam Deputy Speaker, as one that is very familiar with needs assessment, I wish to inform Sen. Sakaja that it is not true that urban poverty is worse than rural poverty. In fact, urban poverty has better chances of one getting some work from the industries and homes in the affluence of the city than in the rural areas. With rural poverty, there are places such as Northern Kenya, for example, Isiolo where there is bareness 150 kilometres in any direction. It is a scientific fact and I can produce it. Let us not mislead."
